Drawing the diverse political and cultural interests together in a co-ordinated approach to manage the Porcupine Caribou Herd was the primary challenge for the Board, and could only be accomplished through a management plan that would serve all interests and promote cooperation.
In this case, a highly unorthodox plan was called for which would make a strong plea by both governments and First Nations for a slim plan, primarily because they are already beset by many plans and reports no one is inclined to read. The Board also decided to present all of the background Caribou information in a simple plan and in simple language represented by one illustration which indicates all the factors the plan must address.
The Caribou plan also identifies specific tasks and assigns responsibility for their completion by rigorously reducing issues from current status to problems, then to solutions and ultimately to actions related directly to the above.
