The Organizational Transformation program is a process that has moved the CCSD from being an organization heavily dependent upon government support, to one which is entirely self-reliant, with a clear focus and an acknowledged expertise.
The CCSD is a long-standing organization.
In the early years, the CCSD served as an "incubator" for a large number of social movements and organizations, including social planning councils and the national associations of United Way. In later years, it continued to act as an umbrella for a number of other social policy groups and worked in close collaboration with the federal government as both a source of advice and a sounding board. To support itself the Council engaged in fund raising and maintained a broad base of members and donors, although most of its financial support continued to come from a federal government sustaining grant.
As a result of this transformation process, the Council now operates as a self-sustaining organization with a recognized research branch acting as its "business arm," conducting contract research for a variety of clients. This not-for-profit research centre generates revenues that allow the Council to provide free services and continue its advocacy work on behalf of its members.
